The Commission on Audit (COA) has ordered an immediate inspection of all flood control projects in Bulacan after the issue of a ghost project worth ₱55 million surfaced.
According to the report, a 220-meter river wall in Barangay Piel, Baliuag, Bulacan was supposed to start in February. But upon actual inspection, no work was done even though DPWH documents stated that it was “completed” and fully paid.
In a memorandum signed by COA Chairperson Gamaliel Cordoba on August 20, 2025, the Technical Services Office was instructed to conduct technical inspections from January 1, 2022 to July 31, 2025.
The inspection priority is on projects with the highest contract value. Two things will be looked at: whether the project actually exists on the actual site and whether it corresponds to the plan and design, including the quality of materials and workmanship.
Based on official records, out of the ₱548 billion funds for flood control nationwide, Central Luzon received the largest ₱98 billion, and in this region, Bulacan had the largest share reaching ₱44 billion.
