
Sen. Jinggoy Estrada has called on Sarah Discaya, a former candidate in Pasig, to reveal who her contact was at DPWH who helped her company win flood control contracts. According to Jinggoy, there is a possibility of collusion between contractors and DPWH officials.
According to the data, only 15 contractors secured almost P100 billion or 20% of the more than 10,000 flood control projects from July 2022 to May 2025. This includes St. Timothy Construction connected to the couple Pacifico and Sarah Discaya.
Estrada warned that he will ask the Senate Blue Ribbon Committee to issue warrants of arrest for contractors who continue to evade Senate hearings. subpoenas have already been signed for the heads of various construction companies to attend the next hearing on September 1.
Meanwhile, DPWH Secretary Manuel Bonoan said that there have been discovered “ghost projects” in Bulacan and that they are being investigated. There are also suspicions that officials and contractors are taking advance kickbacks before the project even begins.
Some congressmen are also calling for an independent commission to conduct the investigation instead of the Senate or House of Representatives to ensure that the results are unbiased and fair.
