
Former NCRPO chief Lt. Gen. Jonnel Estomo and 11 other police officers were implicated by Julie “Dondon” Patidongan, known as “Totoy,” in the alleged kidnapping and killing of missing sabungeros. When he appeared before the National Police Commission (NAPOLCOM), Patidongan said he learned from Atong Ang that Estomo planned to kill him because of the secrets he knew.
According to Patidongan, he was forced to speak out when his family was subjected to death threats. He spoke emotionally before NAPOLCOM and the families of the missing, during a press conference at UP Diliman.
Some of those named by Patidongan are PCol. Jacinto Malinao Jr., PLtCol. Ryan Jay Orapa, PMaj. Mark Philip Almedilla, and other police officers from the Highway Patrol Group and Cavite HPG. According to him, these are the ones who capture the sabungeros, kill them, and dump the bodies in Taal Lake in Batangas. He also included former Talisay Vice Mayor Charlie Natanauan, who allegedly accepts those to be killed and decides how to do it.
He also included in the list PCSO chairman and former judge Felix Reyes, who is allegedly fixing a court case for Atong Ang's group. NAPOLCOM Chairperson Rafael Vicente Calinisan said that active police officers could be charged with administrative charges, while retired police officers would be charged with criminal charges.
A viber message was also received from active police officers implicated by Patidongan. According to them, they were surprised by the accusation of “Totoy” and called it baseless. Calinisan added, the affidavits will be investigated and due process will be ensured for a fair outcome within 60 days.
