
More and improved health benefits can be received by middle-income Pinoys who pay directly to PhilHealth, according to the Department of Health (DOH). The program aims to expand and upgrade services for members who pay from their salary or business income, in addition to existing support for sponsored members.
In a live radio broadcast, Health Secretary Teodoro Herbosa explained that for many years, PhilHealth has focused on indirect or sponsored programs, where beneficiaries do not pay but still receive PhilHealth benefits funded by the government. “Now, we need to strengthen services for the middle class,” Herbosa said.
Possible enhancements include upgraded hospital accommodations. According to Herbosa, they discussed with Executive Secretary Ralph Recto the possibility of having better facilities for direct payers. For example, there could be two patients in a room or air conditioning, so that direct members can enjoy their benefits better.
Another recommendation is the expansion of PhilHealth packages for hospitals implementing zero-balance billing (ZBB). “This makes sense because it encourages LGU hospitals to adopt ZBB. Our actuarial team will review whether PhilHealth can support this program,” Herbosa added. The current funding for hospitals is currently P300 billion, and it is likely to increase due to the number of PhilHealth packages to be released this year.
According to PhilHealth spokesperson Dr. Israel Francis Pargas, the directive of President Marcos and Executive Secretary Recto aims to ensure that middle-income contributors receive appropriate benefits under the Universal Health Care (UHC) Act. He said benefits are available to all members, even those who have missed or continue to pay contributions, to ensure comprehensive coverage.
