The No Contact Apprehension Policy or NCAP was re-implemented on Monday, and it immediately recorded 1,112 traffic violations, according to MMDA. According to MMDA Traffic Enforcement Group Director Atty. Vic Nuñez, the violations were monitored from morning to midnight.
This is lower than the 3,900 violations recorded on the same day last year without NCAP. Some of the common violations include failure to obey traffic signs, using the EDSA busway and motorcycle lane without permission, and violating loading and unloading areas.
MMDA Chairman Romando Artes explained that in 2022, the total number of violations during the NCAP was only 114,000. But in 2023, while the program was suspended due to the TRO, it swelled to almost 391,000 violations even without any tickets issued.
This shows that without NCAP or traffic enforcers, more people violate traffic laws. For now, the MMDA continues to monitor to maintain road discipline.
