
The Manila government will provide P648.84 million in cash assistance, benefits, and incentives for students, city employees, health workers, and contract personnel, according to Mayor Isko Moreno.
This amount includes P302.18 million for incentives for permanent city employees, which includes retroactive wage adjustments under the second tranche of the Salary Standardization Law. There are also medical, productivity, and service recognition incentives.
City hall officials and co-terminus staff will receive a medical allowance of P7,000, a productivity incentive of P5,000, and a service recognition incentive of P10,000, which will be released from December 15 to 23. Job order and contract of service workers will receive P66 million in gratuity pay, of which each eligible worker will receive P7,000.
For health workers, P128.13 million in PhilHealth professional shares will be released for personnel of public hospitals and the Manila Health Department from July to November 2025. In addition, there is P100 million in PhilHealth sharing from previously undistributed collections for medical and non-medical staff, barangay health workers, nutrition scholars, and support personnel.
Under the College Student Assistance Program, P46.03 million will be distributed to 18,235 students of the Universidad de Manila and Pamantasan ng Lungsod ng Maynila for the academic months July to September 2025. There is an additional P6.5 million for the College Subsidy Program of the Eulogio Amang Rodriguez Institute of Science and Technology for the third quarter of 2025.
