Water in Manila to Become More Expensive Starting January 2026

The Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO) has approved new water rate increases for Maynilad Water and Manila Water effective January 1, 2026. This will cover the first quarter of the year.

For Maynilad, the monthly bill of customers using up to 10 cubic meters will increase by P5.06, while for Manila Water, the same level of consumption will incur an additional P29.86. The increase is higher for larger consumption: 20 cubic meters is P19.06 (Maynilad) and P66.25 (Manila Water), while 30 cubic meters is P39.04 and P135.22, respectively.

According to Patrick Lester Ty, chief regulator of MWSS-RO, the surcharge is justified because the two companies have fulfilled their capital expenditure plans. He said they have completed their projects and investments.

But the Alliance of Concerned Consumers in the Philippines (ACCOP) objected. According to Ritchie Horario, in a time of increasing prices of goods and inflation, increased water charges are a burden on consumers, especially low- and middle-income families.

ACCOP called on MWSS and water companies to be clear on the basis for rate hikes, ensure transparency, and consider the impact on citizens. They also urged the government to strengthen regulatory safeguards and not pass on costs that the company should bear to consumers.
