
Sen. Chiz Escudero and Makati Mayor Nancy Binay were implicated in the alleged anomalies in the flood control fund. Their names surfaced during a hearing held by the Senate Blue Ribbon Committee on September 25.
Former DPWH undersecretary Roberto Bernardo admitted that he was involved in the controversy. He also said that the previous statement of former district engineer Henry Alcantara, which blamed former Sen. Bong Revilla and Rep. Zaldo Co, was true.
After his confession, Bernardo requested to be a state witness. His transfer to the custody of the Department of Justice was immediately approved after being recommended by Justice Secretary Boying Remulla.
The issue is being investigated continuously because billions of pesos depend on funds allocated for flood control projects.
