Japan has allocated P150 million for the Project for Human Resource Development Scholarship (JDS) which will support the advanced education of Filipino employees. It was signed by Japanese Ambassador ENDO Kazuya and DFA Secretary Enrique Manalo on April 25, 2025.
The funds will be used for master’s degrees of 20 young employees of the Philippine government at renowned universities in Japan starting in Academic Year 2026–2027. The JDS program aims to develop the capabilities of Filipinos as part of Japan's support for the country's human resource development.
Since the inception of JDS in 2002, up to 459 Filipinos have benefited from the program, which has helped them in their personal and professional development.
