The discussion on the anti-loud pipe has intensified again after a group of riders issued a statement regarding its alleged unfair implementation in Valenzuela City. According to the group, the campaign against noisy exhaust pipes must be carried out clearly, consistently, and in accordance with existing laws to maintain public trust.
Community opinion has long been divided when it comes to the issue of noisy exhausts. Some riders believe that it helps with road safety, while residents insist that it causes noise pollution, especially in residential areas and during rest periods.
According to the Motorcycle Rights Organization, there have been reports of inspections allegedly being conducted even inside private property. The group said this may violate the principle of Republic Act No. 4136, which states that traffic violations are generally only apprehended when they actually occur on public roads.
The group also highlights the issue of proper noise measurement, especially whether the national standard of 99 decibels and the proper testing conditions are met. According to them, the use of uncalibrated equipment or the wrong measurement location can cause inconsistent results.
In addition, allegations of selective enforcement have also surfaced, where it is said that motorcycles are being targeted more than other vehicles with loud exhausts.
