
Japan has called on OpenAI to ensure that Sora 2 does not infringe on anime and manga IP. The statement came after clips of Sora 2 imitating popular characters and styles went viral online.
According to Minister Minoru Kiuchi, manga and anime have been called “irreplaceable treasures” and are considered Japan's major cultural asset and major global export.
Along with Masaaki Taira and Akihisa Shiozaki, they warned that the AI Promotion Act could be used if OpenAI does not comply. This law came into effect on September 1, 2025.
Sora 2 is capable of producing 1080p videos with sound for up to 20 seconds and can replicate familiar characters and styles. This has raised fears among rights holders of IP infringement and misuse of data.
OpenAI has indicated that they will provide clearer control for rightsholders and possibly offer revenue sharing. Some AI video tools can cost ₱2,500 to ₱6,000 depending on features.
