
The Department of Public Works and Highways (DPWH) has special status in the preparation of the National Expenditure Program (NEP), the government's annual proposed budget. Unlike other agencies, the DPWH has an exempt process because it has experts and personnel who verify and visit projects on the ground.
Agency usually submits their budget proposals to the DBM online portal. But DPWH, aside from online submission, also sends soft copies of long lists of projects that are directly uploaded to the NEP. Because of this, there may be direct insertions even before Congress approves.

DPWH had a leadership shakeup after the issue of ghost flood control projects came to light. The former secretary, Manuel Bonoan, resigned and was replaced by Vince Dizon who ordered an overhaul of the entire agency to curb the anomaly.
