
Funding for flood control projects in 2026 has been reduced by almost ₱72 billion, from ₱346.6 billion this year down to ₱274.9 billion, according to the Department of Budget and Management (DBM).
Budget Secretary Amenah Pangandaman said the proposed budget is under review and could be increased if the projects are clear and have a proper plan. “It is still possible to go back to the previous level if necessary,” she explained after inspecting the Apalit-Macabebe Road in Pampanga, which has been flooded for almost two weeks due to three typhoons and heavy rains in July.
Apalit Mayor Oscar Tetangco reiterated the road problem that they had already reported to Malacañang in 2023, but until now the project has not been completed. In response, Pangandaman ordered the realignment of funds from completed projects to fund the repair of the said road.
The DBM explained that the proposed budget of the DPWH in 2026 is lower compared to last year because its funds are already high this year, reaching ₱1.09 trillion. Pangandaman added that many projects need to be completed first before adding new funds.
Meanwhile, President Marcos approved the ₱6.793 trillion national budget for 2026, 7.4% higher than this year. According to the President, the proper use of funds and the return of funds for foreign-assisted projects are important to maintain the country's good reputation. Senate finance chair Sherwin Gatchalian, meanwhile, promised a “golden age of transparency,” where the entire budget process will be published for public viewing.
