
Sen. Erwin Tulfo's suggestion is to eliminate the monthly 4Ps aid and replace it with a livelihood aid. According to him, it would be more helpful if the poor were given capital rather than giving them alms every month.
Tulfo said that even some 4Ps members prefer livelihood over monthly assistance. He recalled that when he was DSWD Secretary in 2022, some beneficiaries said it was painful to hear them called lazy and a burden on society.
The senator added that if they are given capital, they can start a business such as a small karinderya, sari-sari store, or online sales. This way, they can help the economy and no longer rely solely on aid.
According to Tulfo, it is unfair for low-wage earners such as security guards, janitors, and housekeepers who earn less but do not receive any assistance from the government. Meanwhile, 4Ps members have a monthly assistance of up to ₱1,650.
Sen. Tulfo plans to present this proposal to DSWD Secretary Rex Gatchalian and President Marcos during their talks. He aims to emphasize livelihoods more than monthly assistance.
