
The police are only allowed to patrol outside schools as part of the campaign against bullying, according to Education Secretary Sonny Angara. He said that bullying-related fights often occur outside schools, so it is important to have a police presence around.
According to PNP Chief Gen. Nicolas Torre III, bullying can now be reported to the 911 emergency hotline. This is part of the government's intensified measures after the Philippines was dubbed the “bullying capital of the world.”
PNP Spokesperson Brig. Gen. Jean Fajardo agreed with Angara. He added that police officers will not enter schools without a formal request from school officials.
Quezon City Mayor Joy Belmonte also agreed. She said the presence of police inside the school could cause fear and anxiety among students, so it would be better if they were outside.
Quezon City has also implemented its own anti-bullying campaign. They will have a values formation program for parents, to teach their children proper behavior and respect for others.
