A Chinese fugitive went missing at NAIA Terminal 3 after being denied entry into the Philippines. Shi Baoyi, 36, arrived from Hanoi, Vietnam on May 29 aboard Cebu Pacific. Upon arrival, he was immediately flagged by immigration because he was on the blacklist.
In extreme frustration, Shi injured himself by hitting his head on the glass of a fire extinguisher case. The medical team immediately treated him, but despite his injuries, the Bureau of Immigration continued the process of denying him.
On June 9, Shi was returned to China aboard China Southern Airlines. He was permanently blacklisted in the Philippines and is no longer allowed to return. According to the report, Shi was convicted in 2022 in Henan Province for a case involving credit card fraud. In addition, he has other pending cases in China.
Immigration Commissioner Joel Viado said that even though Shi was gone, it did not hinder the enforcement of the law. “No one can stop us from doing our job," Viado said.
Shi is considered an undesirable alien and wanted fugitive, according to a Chinese government communication in April.
