
The Palace has ordered a manhunt against former Police Lt. Col. Rafael Dumlao III, who is considered the mastermind behind the 2016 killing of a South Korean businessman inside Camp Crame. Dumlao has been in hiding for a long time after being convicted by the court for the murder of Jee Ick-joo.
Executive Secretary Lucas Bersamin made the disclosure after a meeting of officials from the Philippines and South Korea. According to him, it is surprising that Dumlao has not been found yet, so a manhunt is the only way to arrest him.
There is no record in immigration that Dumlao left the country, but they are not ruling out the possibility that he escaped. Bersamin promised the South Korean government that they will pursue and hold Dumlao accountable for the crime.
