The three Chinese suspected employees of illegal gambling were arrested after allegedly demanding P1 million in exchange for the release of the victim's friends who were arrested in a PAOCC raid on POGO operations.
Around 1:28 p.m. on April 25, 2025, the victim went to the CIDG-DSOU of the PNP to file a complaint. The suspects allegedly introduced themselves as PAOCC representatives and promised to help secure his release, so the victim gave money.
But after getting the money, the suspects did not fulfill their promise. Instead, they demanded an additional P3.5 million and threatened that if the victim's friends were not paid, they would be deported, tortured, or rearrested.
Due to the serious threat, the CIDG-DSOU and PAOCC conducted "Oplan OLEA". At around 7:00 pm, three Chinese nationals were arrested at Seaside Boulevard, Paranaque City. The suspects were identified as Chen Qianqian (29), Duan Bin (36), and Song Xuequan (36). They were found to have counterfeit money and marked money with UV powder.
The suspects are now facing charges of robbery by extortion (Section 293) under the Revised Penal Code. According to PAOCC, they are not officially connected to their agency. Operations are ongoing against people using the name of PAOCC for deception and intimidation.
