Emmanuel Emeka Ndukwe, a 34-year-old Nigerian national, was first arrested in Dagupan City, Pangasinan on April 25. He was arrested while his passport was no longer valid. However, he became aggressive at the BI main office in Manila, where he assaulted two personnel, including a nurse who was conducting a medical examination.
In Ifugao, four Chinese nationals were arrested in separate operations on April 28. Among those arrested was Yang Yongxiang, 53, who was working without a work permit at the Ibulao Hydro Power Plant. Arrested with him were Yuan Tonghua and Zeng Jiakuan, and Yang's wife Gan Yiyun, for violation of the Philippine Immigration Act.
The five foreigners were brought to the BI main office in Manila for biometrics and preliminary investigation. They were sent to the BI Warden Facility in Taguig City pending deportation proceedings. Viado warned foreigners who do not follow the law that the BI will continue to monitor them.
