The flood control project in Candating, Arayat, Pampanga that was completed in 2023 was only damaged after a year. More than P300 million has been spent but it is still not being used.
According to DPWH Secretary Vince Dizon and Mayor Benjamin Magalong, the project was poorly designed and lacked proper planning. It is possible that there was gross negligence.
Dizon said: “They just want to make money so they do the project even though the plan is wrong.” Magalong added that they will review the measurements of the flood control because some parts are in good condition but others are not.
Dizon and Magalong also confronted contractor Edgardo Sagum of Eddmari Construction. According to Sagum, there were no anomalies in the project and the damage occurred in good faith. He insisted that it was still covered by the warranty so the repairs would not cost the government any additional money.
Dizon announced that this project will be included in the investigation of the Independent Commission for Infrastructure (ICI). He said there is a basis to file a case against those responsible for the damage to the project.
