
PAGCOR earned nearly ₱111.72 billion in 2024, 40% higher than in 2023. More than ₱68.20 billion of this was allocated for nation-building projects, while nearly ₱23.14 billion went to PhilHealth for universal healthcare and additional benefits for patients.
The fund also includes support for the zero-balance billing policy of DOH hospitals. By law, half of PAGCOR's revenue goes directly to the government every month through the Bureau of Treasury.
In addition, up to ₱12.375 billion was allocated for socio-civic projects such as water systems, livelihood programs, and assistance to typhoon victims. In 2024, they spent more than ₱324.6 million for relief operations and almost ₱136 million for those affected by heavy rains and typhoons in 2025.
For 2025, ₱59.06 billion in revenue has been recorded in the first half of the year. Of this, ₱38.10 billion has been allocated to government projects including the plan to build 1,200 classrooms, 200 e-learning centers, and 100 wellness centers in various parts of the country.
However, some lawmakers have warned against over-reliance on revenue from online gambling. Although half of PAGCOR's total revenue this year comes from this, they emphasized that big profits should not come at the expense of families and youth. PAGCOR targets to earn nearly ₱116.65 billion by the end of 2025.
