
TikTok has established the TikTok USDS Joint Venture as a American-majority entity to strengthen the security of its operations in the United States. The new structure aims to address national security concerns while keeping the platform open to more than 200 million U.S. users and thousands of businesses.
Under this agreement, U.S. user data and the recommendation algorithm are transferred to and stored in the Oracle Cloud domestically. There are additional software assurance, code reviews, and strict access controls, while an American-majority board oversees trust, safety, and content moderation for clearer governance.
As part of the new phase, the former majority owner has retreated to a minority stake, while new investors are strengthening governance and security. The safeguards also extend to other apps like CapCut and Lemon8, demonstrating a long-term plan for a safer, more responsible, and security-first digital ecosystem in the U.S. market.
