
The new toll fee increase on NLEX has been announced, effective January 20, 2026, after the Toll Regulatory Board (TRB) approved the proposed fee increase. The measure covers the open system and closed system, as part of the final tranche of the previous adjustment schedule that was postponed to minimize the impact on motorists.
Under the revised toll matrix, there is an additional PHP 6.00 in the open system for Class 1 (large motorcycles, cars, and SUVs), PHP 12.00 for Class 2 (buses and light trucks), and PHP 16.00 for Class 3. It aims to maintain the quality, safety, and efficiency of expressway operations.
The open system covers from Metro Manila—including Navotas, Valenzuela, and Caloocan—to Marilao, Bulacan. Meanwhile, the closed system extends from Bocaue, Bulacan to Sta. Ines, Mabalacat City, Pampanga, including the Subic–Tipo segment, where the per-kilometer rate is implemented.

For trips crossing the entire length of NLEX from Metro Manila to Mabalacat City, the additional toll will be up to PHP 24.00 for Class 1, PHP 60.00 for Class 2, and PHP 72.00 for Class 3. This is expected to affect the daily commute and logistics planning of expressway users.
According to the leadership, periodic toll adjustments are important to support the long-term sustainability of private infrastructure. As a mitigating measure, the toll rebate program will continue for vehicles carrying agricultural products accredited by the Department of Agriculture, to help with price stability and inflation management.
