The Land Transportation Office (LTO) recorded a revenue of ₱25.4 billion from January to September 2025, the highest collection in the agency's history. This was under the leadership of Atty. Vigor Mendoza II, who has now been transferred to lead the LTFRB.
Before his transfer, Mendoza said this success was the result of reforms that streamlined operations, prevented revenue leakage, and modernized the collection system.
Based on official data as of September 30, the LTO has collected ₱25,469,343,321.16, or equivalent to 75% of the annual target of ₱34 billion. The LTO Central Office also exceeded its target of ₱906 million, after collecting ₱1.4 billion.
According to Mendoza, many more regional offices are close to their respective targets, most of them just missing 30% or less. He is confident that the LTO will reach or even surpass the overall target before the end of the year.
“The fight is not over yet, we still need to raise ₱8 billion. But with your dedication and cooperation, we will achieve this,” Mendoza said before his transfer to the LTFRB.
