
Former DPWH district engineer Henry Alcantara has revealed names allegedly involved in kickback schemes in Bulacan. According to him, these include Sen. Joel Villanueva, Sen. Jinggoy Estrada, ex-Sen. Bong Revilla, Rep. Zaldy Co, and ex-Rep. Mitch Cajayon.
Alcantara said Usec. Roberto Bernardo served as the middleman between local officials and politicians. According to him, in 2022, Villanueva requested a multi-purpose building worth ₱1.5 billion, but only ₱600 million was released from flood control funds. He added that he personally brought ₱150 million to a resthouse for Villanueva's staff known only as “Peng.”
In 2024, Alcantara said he made a list of projects worth ₱355 million for Estrada, who allegedly had a 25% kickback. In addition, Bernardo mentioned that the ₱300 million GAA insertion in 2024 was for Revilla.
From 2022 to 2025, Rep. Zaldy Co allegedly funneled funds amounting to nearly ₱35 billion for Bulacan. According to Alcantara, Co's requested kickback was 20%. In 2022, Co took ₱519 million as his share, which reached the DPWH office.
Also included are ex-Rep. Mitch Cajayon, who received a 10% cut, and COA Commissioner Mario Gonzales Lipana, who is believed to have received a kickback of ₱1.4 billion. Alcantara said he did not know how Lipana collected the money, but said his wife was a contractor.
