Senator Panfilo Lacson named a DPWH official who allegedly offered early budget insertions for the 2026 National Budget. According to Lacson, Undersecretary Cabral is the one who called the staff of Sen. Vicente Sotto III after the elections in May.
Cabral allegedly asked for projects to be included in the National Expenditure Program (NEP) 2026. But Sotto insisted that he did not submit any insertion. Lacson said, “If Sotto was offered, who else was offered and who submitted?”
Lacson also mentioned that he saw hundreds of entries in the DPWH records, including 660 projects worth ₱100 million each but without a clear description or location. Because of this, Executive Secretary Lucas Bersamin called for a cleanup of the system and accountability for those involved.
