Metro Cebu is at risk of “self-destruction” due to worsening flooding problems, according to independent engineer Carlo Jaca. He said the severe flooding is not only due to clogged waterways but also due to overcrowding and lack of proper urban planning.
“There is too much urbanization, there are no more open spaces, everything is cemented,” Jaca explained. He added that there is no place to absorb rainwater, so it quickly floods. On July 16, many parts of Cebu City, Mandaue, and Lapu-Lapu were submerged in floodwater after an hour of heavy rain caused by the southwest monsoon.
Solution according to experts: use underground water tanks like what is being done in Bonifacio Global City. Open areas can also be turned into multi-functional public spaces and installed rainwater catchment systems. He added, barangay officials should plan well, the project is not just a basketball court.
Jaca also warned: continued cutting of mountains and construction of high-rise buildings without sustainability studies is increasing the risk. He said the current desilting is only a short-term solution. “The problem is not money, but implementation and politics,” he said.
On July 22, Cebu City declared a state of calamity and allocated P15M for the immediate cleaning of clogged rivers and estuaries. The city also plans to rent amphibious equipment to expedite the action.
