
The Manila City government has begun implementing a new ordinance prohibiting motorcycle riders from wearing face covers.
Mayor Isko Moreno signed City Ordinance 9134 or the anti-balaclava and other face covering ordinance last week. The law aims to prevent crimes such as hold-ups and snatching involving riders.
According to Councilor Rosalino Ibay Jr., the balaclava is also known as a ski mask. Riders are also prohibited from using bandanas, handkerchiefs, bonnets, caps, hats, hoodies, and other face coverings while riding or getting off to make repairs or transact at markets, banks, and other establishments.
There are exemptions to the law for face masks due to pandemics or public health emergencies, for the sick, law enforcers, and people wearing religious clothing such as turbans. Establishments are also advised to post signage for riders to remove face coverings before entering.
Anyone who violates the ordinance may be fined P1,000 to P5,000.
