Former Senate President Chiz Escudero has submitted his answer to the Comelec regarding a ₱30 million donation from a government contractor, the poll body confirmed on Tuesday.
According to lawyer Ramon Esguerra, their position is clear: “The donation is legal and properly declared and follows a long-established process.” They are confident that there will be no problems on their side.
The said donation came from Lawrence Lubiano, owner of Centerways Construction and Development and Escudero's main campaign donor. Lubiano clarified that the money came from his personal funds and not from government contracts.
During a hearing, Lubiano's lawyer also attended and submitted documents and explanations regarding the donation made for Escudero's 2022 senatorial campaign.
Based on the Omnibus Election Code (Article 11), contributions from anyone who has a contract or subcontract for the provision of services or construction for the government are prohibited.
