The Land Transportation Office (LTO) announced that starting November 1, 2025, the use of temporary and improvised plates for all vehicles, whether two-wheeled or four-wheeled, will be prohibited. This is after the LTO cleared the backlog of plates.
Those caught using improvised or temporary plates will be fined ₱5,000 and their license plates will be confiscated, based on Joint Administrative Order 2014-001. Vehicles still using this type of license plate will also not be accepted for registration.
According to LTO Chief, Atty. Vigor Mendoza II, motorists are advised to get their license plates before the end of October to avoid hassle and fines.
The use of an improvised plate is only permitted with permission from the LTO and if it is officially approved as a replacement for a lost or damaged plate. It must also bear the assigned plate number of the vehicle and the words “Improvised Plate.”
This policy is part of the LTO's intensified program to ensure the fast and smooth distribution of license plates, and along with it the rule that the OR/CR and license plate must be obtained simultaneously for every newly purchased vehicle.
