The corruption in flood control projects is bigger than Janet Lim Napoles' PDAF scam which pocketed approximately ₱10 billion, according to DPWH Secretary Vince Dizon. He said the Napoles scandal is like "just a coin" compared to what is happening now.
From July 2022 to May 2025, it emerged that only 15 contractors obtained nearly ₱100 billion in funds from more than 10,000 flood control projects. More than half of these projects lack clear details on what type of structure is being built.
“Ghost projects” or fake projects were also discovered and there are alleged to be pay-off schemes between contractors, politicians, and some DPWH officials. Because of this, Dizon said that all those involved in the “corruption syndicate should be held accountable.”
He added, "The problem I saw in the DPWH is very serious. It is not easy to clean up and will take time." The agency is preparing to file a complaint with the Ombudsman against officials and contractors involved in the large-scale theft of public money.
