COA Orders Fraud Audit on Flood Control Projects in Bulacan

The Commission on Audit (COA) has ordered a fraud audit of flood control projects in Bulacan. This is a government step to hold accountable those responsible for failed flood control projects.

According to COA Chairperson Gamaliel A. Cordoba, this is in compliance with the directive of President Ferdinand R. Marcos Jr. to investigate alleged irregularities in government programs. The memorandum emphasized that due to serious issues in the implementation of projects in Bulacan, a fraud audit is urgently needed.

The audit covered Department of Public Works and Highways (DPWH) projects in flood-prone Bulacan, where up to ₱44 billion was allocated. This is the largest portion of funds in the entire Region 3, or 45% of the total funds.

In total, Central Luzon received ₱98 billion from July 1, 2022 to May 30, 2025, equivalent to 18% of the ₱548 billion funds for flood control projects in the country. Cordoba ordered all auditors to immediately submit documents for the fraud audit.

When the President visited Calumpit, Bulacan, he saw a river project that was declared finished but was not yet complete, thus further emphasizing the importance of the investigation.
