The new Anti-Face Concealment Ordinance, aimed at maintaining security and order in the city, has been officially implemented in Parañaque City. It was spearheaded by Councilor Pablo Olivarez II and signed by Mayor Edwin Olivarez on November 13, 2025.
According to the ordinance, the use of helmets, bonnets, ski masks, balaclavas, full-tint face shields, construction and industrial masks, or any device that covers the face inside commercial, government, educational, financial, and other public establishments is prohibited. Areas such as roads, sidewalks, parks, markets, and crime-prone zones are also covered, even if the person is no longer riding a motorcycle.
Refusing to remove face-covering gear when requested to do so by police, barangay officials, or security personnel is also strictly prohibited. For violators: first offense – PHP 1,500 fine and written warning; second offense – PHP 3,000 fine and/or 8 hours of community service; subsequent offense – PHP 5,000 fine and/or up to 15 days in jail, as determined by the court.
Enforcement of the law rests with the Parañaque City Police, barangay officials, and Traffic and Parking Management Office. There are exemptions for medical or health-related reasons, designated public health emergencies, recognized religious or cultural practices, and motorcyclists actively riding on public roads.
The local government hopes that through the ordinance, safety and order in the city will be improved. The public is advised to be aware and comply to avoid fines and legal penalties.
