
Sarah Discaya, a detained contractor, arrived at the Regional Trial Court Branch 27 of Lapu-Lapu City, Cebu on Tuesday for her arraignment. This is in connection with the graft and malversation cases related to the alleged “ghost project” flood control in Davao Occidental.
According to the Bureau of Jail Management and Penology (BJMP) in Lapu-Lapu City, security protocols are being strictly implemented for Discaya's court appearance. Jail Chief Inspector Ivy Manigos, warden of the Lapu-Lapu City Jail female dorm, said that only the security team is allowed to accompany the convoy.
“The PDL was secured in the vehicle before it even left,” the official added. These measures are part of the tight security measures to ensure Discaya's smooth and safe court appearance.
Along with Discaya, eight officials of the Department of Public Works and Highways (DPWH) were accused of colluding for the release of P96.5 million for the revetment project in Jose Abad Santos, Davao Occidental, which was allegedly not implemented. Discaya was arrested and detained in December.
Discaya's case was transferred to the Lapu-Lapu City Regional Trial Court in accordance with the Supreme Court's guidance that cases of infrastructure corruption should be handled by the nearest anti-graft court. His case continues to be monitored under tight security.
