
The National Bureau of Investigation (NBI) has served an arrest warrant against Sarah Discaya in connection with the P96.5 million ghost flood control project in Davao Occidental.
Two arrest warrants were issued against him. According to President Ferdinand Marcos Jr., Discaya and nine others are facing charges of graft and malversation, and they are non-bailable.
The President also said that eight DPWH officials have shown their intention to surrender. He added that investigations and filing of cases against all those involved in the questionable flood control projects are ongoing.
The Office of the Ombudsman filed a case with the RTC of Digos City on Dec. 5, 2025. According to the complaint, the project in Jose Abad Santos was not actually built even though the funds were released.
Last week, Discaya voluntarily surrendered to the NBI even though there was no warrant at the time, and he said he did so for his safety.
