
The severe floods in Cebu are linked to clogged canals and poorly constructed flood control projects. Many people are asking what is happening to the mountains and rivers.
DENR has begun investigating Monterrazas de Cebu, a luxury mountainside project in Guadalupe, Cebu City. Many have asked: who approved it? There is no evidence yet that the project directly caused flooding, but it raises questions about whether the mountainside project complies with environmental and flood rules.
Usec. Carlos David said that building on mountains has an impact. Removing trees and building concrete on the ground reduces the soil's ability to absorb water. Water from rain or rivers flows into low-lying communities without dikes.
Lack of coordination between the DENR and DPWH, and poor reforestation last year, have compounded the problem. David said only the new leadership of the DPWH has started working with the DENR to prevent floods.
Strong storms and deep floods are common in the Philippines. Poor communities are most at risk. According to urban planner Jun Palafox, corruption is what kills, so good governance is essential to protect citizens.
