The P36 billion in funds previously earmarked for flood control projects will be transferred by President Ferdinand Marcos Jr. to programs of the Department of Social Welfare and Development (DSWD). These include Assistance to Individuals in Crisis Situations (AICS), Pantawid Pamilyang Pilipino Program (4Ps), and Payapa at Masaganang Pamayanan (PAMANA).

Following the President's directive, the Department of Public Works and Highways' (DPWH) budget proposal for 2026 was reduced from ₱881.3 billion to ₱625.8 billion. A large portion of the reduction comes from flood control projects that are now earmarked for social welfare programs.

According to Marcos, the funds will be used for poor Filipinos, especially for medical needs, emergency operations, and other health-related needs. He said this will also be a great help for beneficiaries of the 4Ps to become more self-sufficient during the crisis.

In 2024, the DSWD recorded approximately 4 million households benefiting from the program. Its goal is to improve the quality of life of the poorest Filipinos and encourage them to rise out of poverty.
