Viral Russian in PH, no HIV; just rage bait – BI

The 21-year-old Russian national who went viral on TikTok after threatening to spread HIV in the Philippines is virus-free and is just rage baiting, according to the Bureau of Immigration (BI) on Thursday.

Following his arrest, the Department of Health (DOH) sent a representative to the BI Warden’s Facility where he is currently detained to conduct medical examinations, including HIV testing.

“We saw that this person was not sick,” said BI spokesperson Dana Sandoval. She added that the foreigner's posts on social media were intended to incite and increase views, not as a real threat.

Interior and Local Government Secretary Jonvic Remulla also condemned the Russian's actions, calling them deeply hurtful to the feelings of Filipinos. "You see, he not only said he would spread HIV, he even insulted all Filipinos. That's what's so shocking," Remulla said. He also confirmed that the foreigner is negative for HIV and all STDs, so it's clear that he's just showing off.

Despite the incident, Remulla emphasized that the Philippines still welcomes tourists, but will not allow abuse of the country's goodwill. The foreigner is considered an undesirable foreign national and will remain at the BI Warden's Facility while deportation proceedings are prepared.

At the same time, the HIV and AIDS Support House (HASH) issued a statement urging content creators to be responsible and not exploit public health fears for online engagement. According to HASH Executive Director Desi Andrew Ching, the viral video highlights the need for greater accountability and sensitive messaging on online platforms.

“Such reckless content creates stigma against people living with HIV and damages the Philippines’ reputation as a safe and welcoming destination for tourism and migration,” Ching added. He urged the government to strengthen evidence-based awareness campaigns, especially at international ports of entry, to combat misinformation and promote responsible behavior.
