
The Commission on Audit (COA) submitted four Fraud Audit Reports exposing widespread irregularities in flood control projects in Bulacan worth more than P325 million. According to the report, there is a clear pattern of misuse of public funds under the DPWH Bulacan 1st District Engineering Office, based on thorough verification and analysis.
The audit found that some projects were off-site, moved without permission, or charged even though the structure existed before the contract. Auditors used site inspections, drone monitoring, geotagged images, and satellite data to substantiate the violations. Among the projects involved were those in Guiguinto, Hagonoy, Calumpit, and Malolos City, with various technical and documentary issues.
The COA also pointed out the lack of important documents such as as-built plans, detailed cost estimates, and geotechnical reports. Several individuals and contractors could be held liable and face possible charges of graft and corruption, malversation, and falsification of documents. The investigation is ongoing to ensure accountability and protect integrity of public funds.
