
The Philippine Amusement and Gaming Corp. (PAGCOR) will begin collecting a Minimum Guaranteed Fee (MGF) monthly from all accredited online gambling operators starting April 1, 2026. This is according to the December 15 memorandum which aims to fill the gaps in the current fee structure and strengthen fairness, accountability, and fiscal responsibility.
In the first phase of implementation from April 1 to September 30, 2026, Gaming System Administrators (GSAs) with electronic casino games and with minimum P30 million Gross Gaming Revenue (GGR) per month will be charged a P9 million MGF monthly. Meanwhile, GSAs without electronic casino games and with minimum P15 million GGR per month will pay P3 million MGF monthly.
In the second phase starting October 1, 2026, GSAs with electronic casino games and with minimum P35 million GGR per month will pay P10.5 million MGF, while without electronic casino games with P20 million GGR per month will be charged P4 million MGF. According to PAGCOR, there are 65 accredited GSAs based on the latest list as of December 4, and the MGF will be implemented in all operational GSAs starting April 1, 2026.
