These include a Philippine National Police circular ordering that targets be \"<strong data-start=\"942\" data-end=\"957\">neutralized<\/strong>,\" public speeches by Duterte encouraging <strong data-start=\"1017\" data-end=\"1039\">summary executions<\/strong>, and a \"kill list\" implemented by a national network.<\/span><\/p><p data-start=\"1102\" data-end=\"1603\" class=\" translation-block\"><span style=\"font-size: 14pt\">On the other hand, lead defense counsel <strong data-start=\"1152\" data-end=\"1172\">Nicholas Kaufman<\/strong> in his opening statement on Monday did not focus on the evidence. Instead, he presented the case as <strong data-start=\"1289\" data-end=\"1314\">political persecution<\/strong> against Duterte. He accused <strong data-start=\"1353\" data-end=\"1367\">Marcos Jr.<\/strong> of betraying Duterte and questioned the integrity of the prosecution and the victims' advocates, while portraying Duterte as the leader chosen by Filipinos because of his strong stance against crime.<\/span><\/p><p data-start=\"1605\" data-end=\"2001\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to lawyer <strong data-start=\"1622\" data-end=\"1640\">Jojo Lacanilao<\/strong>, the defense's weakness is clear. \"It seems like their tactic is <strong data-start=\"1704\" data-end=\"1727\">delay, delay, delay<\/strong>,\" he said. He said Kaufman's strategy is almost an argument that \"<strong data-start=\"1803\" data-end=\"1842\">everyone is guilty except Duterte<\/strong>\" \u2014 including Marcos, the prosecution, and even some academics abroad \u2014 but there is no legal basis to exonerate the former president.<\/span><\/p><p data-start=\"2003\" data-end=\"2491\" class=\" translation-block\"><span style=\"font-size: 14pt\">In closing, the defense team will be given all of Thursday \u2014 three and a half hours \u2014 to present their case. Meanwhile, the prosecution presented strong evidence ranging from the <strong data-start=\"2201\" data-end=\"2222\">Davao Death Squad<\/strong> to the nationwide killing spree.
