Although they will not speak, they will <strong data-start=\"754\" data-end=\"816\">be formally acknowledged as part of the case against him<\/strong>.<\/span><\/p><p data-start=\"821\" data-end=\"1218\" class=\" translation-block\"><span style=\"font-size: 14pt\">The four-day <strong data-start=\"841\" data-end=\"876\">confirmation of charges hearing<\/strong> from now until <strong data-start=\"898\" data-end=\"912\">February 27<\/strong> is not a trial. Instead, three judges will listen to both sides and the victims to determine whether there is sufficient evidence to establish <strong data-start=\"1065\" data-end=\"1090\">\u201csubstantial grounds\u201d<\/strong> that Duterte is responsible for the crimes. This is a higher standard than the arrest warrant issued last year.<\/span><\/p><hr data-start=\"1220\" data-end=\"1223\"><p data-start=\"1225\" data-end=\"1610\" class=\" translation-block\"><span style=\"font-size: 14pt\">For the victims, this process has been painful and difficult. Many of them have experienced <strong data-start=\"1318\" data-end=\"1339\">online harassment<\/strong> and ridicule for their testimony. According to <strong data-start=\"1386\" data-end=\"1405\">Sheera Escudero<\/strong>, whose sister Ephraim was killed in 2017, \u201cWe don\u2019t ask for this kind of life. We just want a <strong data-start=\"1519\" data-end=\"1539\">peaceful family<\/strong> where our nephews can grow up with their father.\u201d<\/span><\/p><p data-start=\"1612\" data-end=\"2010\" class=\" translation-block\"><span style=\"font-size: 14pt\">More than <strong data-start=\"1620\" data-end=\"1635\">500 victims<\/strong> are represented by three lawyers, including <strong data-start=\"1688\" data-end=\"1704\">Joel Butuyan<\/strong> and <strong data-start=\"1708\" data-end=\"1726\">Gilbert Andres<\/strong> from the Center for International Law Philippines, and a representative from the <strong data-start=\"1804\" data-end=\"1848\">ICC Office of Public Counsel for Victims<\/strong>. They have <strong data-start=\"1862\" data-end=\"1921\">time to present the voices and concerns of the victims<\/strong>, but unlike prosecutors, they do not present their own evidence.<\/span><\/p><hr data-start=\"2012\" data-end=\"2015\"><p data-start=\"2017\" data-end=\"2404\" class=\" translation-block\"><span style=\"font-size: 14pt\">Under the ICC, Duterte is accused of being a <strong data-start=\"2068\" data-end=\"2097\">\u201cindirect co-perpetrator\u201d<\/strong>, meaning he did not directly commit the murder, but is believed to have led the chain of command that carried out his orders. The <strong data-start=\"2248\" data-end=\"2283\">Document Containing the Charges<\/strong> states that Duterte and his associates had a <strong data-start=\"2291\" data-end=\"2308\">\u201ccommon plan\u201d<\/strong> to kill suspected drug traffickers.<\/span><\/p><p data-start=\"2406\" data-end=\"2745\" class=\" translation-block\"><span style=\"font-size: 14pt\">The <strong data-start=\"2410\" data-end=\"2421\">hearing<\/strong> will be held Monday, Tuesday, Thursday, and Friday from 10 a.m. to 3 p.m. in The Hague (5 p.m. to 10 p.m. in Manila). The sessions will be <strong data-start=\"2568\" data-end=\"2584\">livestreamed<\/strong> with a 30-minute delay. The prosecution will speak first, followed by the victims' lawyers, and then the defense before closing statements.<\/span><\/p><hr data-start=\"2747\" data-end=\"2750\"><p data-start=\"2752\" data-end=\"3071\" class=\" translation-block\"><span style=\"font-size: 14pt\">For the families and lawyers who have been following the case since 2018, this is more than a legal matter\u2014<strong data-start=\"2853\" data-end=\"2891\">it is justice for Filipinos<\/strong>. According to <strong data-start=\"2902\" data-end=\"2921\">Neri Colmenares<\/strong>, \u201cThis is not just about the victim. This is <strong data-start=\"2966\" data-end=\"3009\">justice for the Filipino people<\/strong>, so that this kind of dictatorship and violence will never happen again.\u201d<\/span><\/p><p data-start=\"3073\" data-end=\"3311\" class=\" translation-block\"><span style=\"font-size: 14pt\">Escudero, on the other hand, has a message for Duterte's supporters: \"To those who support the killer, <strong data-start=\"3169\" data-end=\"3200\">examine yourselves<\/strong>. They say I'm an addict, I was paid, but why would we choose to come here if we don't want to?\"<\/span><\/p><p data-start=\"3313\" data-end=\"3412\"><span style=\"font-size: 14pt;\"><strong data-start=\"3313\" data-end=\"3410\">\u201cI hope fellow Filipinos wake up. Listen to us.
