The incident resulted in <strong data-start=\"435\" data-end=\"461\">52 confirmed fatalities<\/strong>, after divers recovered the body of a woman from the wreckage at a depth of an estimated <strong data-start=\"558\" data-end=\"570\">76 meters<\/strong>. According to reports, hundreds of passengers were on board the ship when it suddenly capsized near the coast of southwestern Mindanao.<\/span><\/p><p data-start=\"703\" data-end=\"1213\" class=\" translation-block\"><span style=\"font-size: 14pt\">Based on initial investigations, the ship's management allegedly failed to follow several <strong data-start=\"790\" data-end=\"822\">important safety protocols<\/strong>, including not weighing vehicles such as trucks and motorcycles before loading. According to the transportation secretary, if there was <strong data-start=\"966\" data-end=\"996\">overcapacity or overloading<\/strong>, the cargo inside the vessel could have shifted, causing it to lose its balance. He added that there is a possibility that other ships in the country are traveling beyond the prescribed weight.<\/span><\/p><p data-start=\"1215\" data-end=\"1640\" class=\" translation-block\"><span style=\"font-size: 14pt\">The investigation also revealed that no <strong data-start=\"1268\" data-end=\"1301\">warning or announcement was given by the crew<\/strong> as the ship began to list. According to the maritime authority investigator, no alarm or public address was recorded before the tragedy. Although it is estimated that at least <strong data-start=\"1483\" data-end=\"1496\">368 people<\/strong> were on board, it is possible that the exact number cannot be determined due to the discrepancy between the passenger manifest and the actual number of passengers.<\/span><\/p><p data-start=\"1642\" data-end=\"2080\" class=\" translation-block\"><span style=\"font-size: 14pt\">As a result, the shipping company, along with several personnel from the maritime regulatory agencies and coast guard involved in approving the trip, are facing <strong data-start=\"1667\" data-end=\"1692\">administrative charges<\/strong>. The secretary noted that if it is proven that there was <strong data-start=\"1870\" data-end=\"1890\">gross negligence<\/strong>, criminal charges may also be filed against those responsible. Some survivors are also pushing for the complete revocation of the company's license as a form of justice for the victims.<\/span><\/p><p data-start=\"2082\" data-end=\"2594\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">The tragedy has reignited the issue of <strong data-start=\"2129\" data-end=\"2169\">the safety of inter-island ferries<\/strong> in the Philippines, a country of more than 7,000 islands where many rely on affordable maritime transportation. According to maritime safety experts, most such incidents are related to <strong data-start=\"2394\" data-end=\"2423\">human error and negligence<\/strong>.
