He noted that there is a clear <strong data-start=\"821\" data-end=\"865\">conflict between duty and reality<\/strong>, reflecting deeper problems in the system.<\/span><\/p><p data-start=\"923\" data-end=\"1292\" class=\" translation-block\"><span style=\"font-size: 14pt\">Based on data from budget hearings, it appears that a large percentage of employees in major housing agencies are <strong data-start=\"1065\" data-end=\"1102\">not full homeowners<\/strong> or do not have access to the very programs they administer. For the legislator, these numbers are proof of a <strong data-start=\"1234\" data-end=\"1261\">structural problem<\/strong> and not simple statistics.<\/span><\/p><p data-start=\"1294\" data-end=\"1610\" class=\" translation-block\"><span style=\"font-size: 14pt\">The call was also anchored in the <strong data-start=\"1324\" data-end=\"1342\">Constitution<\/strong> and international standards that recognize <strong data-start=\"1392\" data-end=\"1412\">adequate housing<\/strong> as an essential part of social justice. It was pointed out that in some countries, access to housing for staff is first ensured in order to maintain <strong data-start=\"1566\" data-end=\"1590\">integrity and trust<\/strong> in institutions.<\/span><\/p><p data-start=\"1612\" data-end=\"2058\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">In response, a resolution will be filed that would order a <strong data-start=\"1671\" data-end=\"1701\">comprehensive inventory<\/strong> of the housing status of all employees and propose <strong data-start=\"1762\" data-end=\"1788\">priority programs<\/strong> such as easier loan terms, rental subsidies, and employer-assisted housing.
