A hearing of the <strong data-start=\"604\" data-end=\"645\">Senate Committee on Electoral Reforms<\/strong> discussed six bills against political dynasties and their negative effects, including <strong data-start=\"763\" data-end=\"798\">ignoring accountability<\/strong> and being a root cause of <strong data-start=\"819\" data-end=\"832\">corruption<\/strong>.<\/span><\/p><p data-start=\"837\" data-end=\"1239\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to <strong data-start=\"846\" data-end=\"873\">Atty. Michaela Defensor<\/strong>, co-convenor of the Anti-Dynasty Network (ADN), political dynasties cause <strong data-start=\"956\" data-end=\"994\">the breakdown of checks and balances<\/strong> in projects. \u201cWe can see this in the <strong data-start=\"1035\" data-end=\"1059\">flood control crisis<\/strong>. When the <strong data-start=\"1071\" data-end=\"1094\">funder<\/strong> and the <strong data-start=\"1102\" data-end=\"1130\">implementer<\/strong> are related, proper audit is lost and replaced by <strong data-start=\"1195\" data-end=\"1219\">conflict of interest<\/strong>,\u201d she explained.<\/span><\/p><p data-start=\"1241\" data-end=\"1602\" class=\" translation-block\"><span style=\"font-size: 14pt\">Senate Deputy Majority Floor Leader Risa Hontiveros said that political dynasties are weakening <strong data-start=\"1358\" data-end=\"1381\">checks and balances<\/strong>, especially in the management of <strong data-start=\"1408\" data-end=\"1430\">public funds<\/strong>. She added that the <strong data-start=\"1453\" data-end=\"1494\">multi-billion peso flood control scam<\/strong>, worsening poverty, and election-related killings are all linked to what political dynasties are strengthening.<\/span><\/p><p data-start=\"1604\" data-end=\"1972\" class=\" translation-block\"><span style=\"font-size: 14pt\">The ADN study also showed that in the <strong data-start=\"1644\" data-end=\"1661\">20th Congress<\/strong>, 76% of the members of the <strong data-start=\"1686\" data-end=\"1714\">House of Representatives<\/strong> and 83% of the senators came from <strong data-start=\"1755\" data-end=\"1786\">dynastic political families<\/strong>. According to <strong data-start=\"1797\" data-end=\"1816\">Dr. Carmel Abao, co-convenor of ADN, said dynasties are preventing new leaders from entering the government, thus obscuring true democracy in the country.<\/p><p data-start=\"1974\" data-end=\"2393\" class=\" translation-block\"><span style=\"font-size: 14pt\">During the hearing, experts proposed the <strong data-start=\"2019\" data-end=\"2050\">anti-political dynasty bill<\/strong> that covers up to the <strong data-start=\"2077\" data-end=\"2095\">barangay level<\/strong> and limits <strong data-start=\"2114\" data-end=\"2145\">second-degree consanguinity<\/strong>, including spouses, children, and siblings.
