The program aims to improve the <strong data-start=\"530\" data-end=\"559\">passenger experience<\/strong> and ensure safe and smooth travel every day.<\/span><\/p><p data-start=\"615\" data-end=\"952\" class=\" translation-block\"><span style=\"font-size: 14pt\"><strong data-start=\"619\" data-end=\"637\">mystery riders<\/strong> are trained individuals who will board <strong data-start=\"681\" data-end=\"714\">PUVs anonymously<\/strong> to observe actual service conditions. They will report <strong data-start=\"804\" data-end=\"821\">dirty interiors<\/strong>, <strong data-start=\"823\" data-end=\"839\">broken seats<\/strong>, <strong data-start=\"841\" data-end=\"861\">defective lighting<\/strong>, and <strong data-start=\"866\" data-end=\"899\">excessive sound systems<\/strong>\u2014issues that have long been a complaint among the commuting public.<\/span><\/p><p data-start=\"954\" data-end=\"1217\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to the LTFRB leadership, the previous <strong data-start=\"1019\" data-end=\"1042\">\u201cbusiness as usual\u201d<\/strong> system is no longer acceptable. It was emphasized that the measure is not against the age of the vehicle, but against <strong data-start=\"1136\" data-end=\"1185\">lack of cleanliness, orderliness, and safety<\/strong>, even if the vehicle is new.<\/span><\/p><p data-start=\"1219\" data-end=\"1637\" class=\" translation-block\"><span style=\"font-size: 14pt\">Under the program, all PUVs are required to undergo <strong data-start=\"1284\" data-end=\"1306\">annual inspections<\/strong> at authorized inspection centers. This covers <strong data-start=\"1362\" data-end=\"1391\">mechanical roadworthiness<\/strong>, as well as <strong data-start=\"1398\" data-end=\"1415\">visual checks<\/strong> for cleanliness and security. <strong data-start=\"1456\" data-end=\"1477\">regional directors<\/strong> will be held accountable for any lapses in monitoring, while operators and drivers may be subject to <strong data-start=\"1587\" data-end=\"1636\">fines, suspensions, or cancellation of franchises<\/strong>.<\/span><\/p><p data-start=\"1639\" data-end=\"2023\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">The <strong data-start=\"1655\" data-end=\"1687\">phaseout of defective PUVs<\/strong> is being carried out in each region, with its own implementation schedule. Those with <strong data-start=\"1757\" data-end=\"1777\">minor defects<\/strong> will be given a chance to comply, but those with <strong data-start=\"1832\" data-end=\"1868\">serious safety hazards<\/strong> will be immediately removed from the road.
