The report aims to address key issues in the education system and lay out clear reforms for the next decade.<\/span><\/p><p data-start=\"821\" data-end=\"1251\" class=\" translation-block\"><span style=\"font-size: 14pt\">During the plenary session, <strong data-start=\"855\" data-end=\"889\">EDCOM II Co-Chair Roman Romulo<\/strong> expressed the lack of <strong data-start=\"908\" data-end=\"949\">sustained national focus on education<\/strong>, and emphasized the negative impact of the so-called <strong data-start=\"1007\" data-end=\"1027\">\u201cmass promotion\u201d<\/strong> due to institutional pressure. According to Romulo, this system causes students to be promoted to higher grades even though they have not yet fully mastered the necessary knowledge and skills.<\/span><\/p><p data-start=\"1253\" data-end=\"1657\" class=\" translation-block\"><span style=\"font-size: 14pt\">Romulo also pointed out the <strong data-start=\"1280\" data-end=\"1318\">mismatch in teacher deployment<\/strong>, where more than half of high school teachers are assigned to subjects outside their field of specialization. \u201cFor example, a values \u200b\u200beducation teacher is expected to teach physics\u2014a technical subject. This is unfair to the teacher and affects the quality of student education,\u201d he added.<\/span><\/p><p data-start=\"1659\" data-end=\"2061\" class=\" translation-block\"><span style=\"font-size: 14pt\">House Speaker Faustino \u201cBojie\u201d Dy III, meanwhile, discussed the important role of Congress in educational reform. He noted that the report should serve as a guide for lawmaking, <strong data-start=\"1678\" data-end=\"1719\">thorough oversight<\/strong>, and proper spending of public funds. As a testament to the government's priority on education, <strong data-start=\"1854\" data-end=\"1876\">P1.34 trillion<\/strong> is allocated for education in the 2026 budget, more than 4% of GDP.<\/span><\/p><p data-start=\"2063\" data-end=\"2498\" class=\" translation-block\"><span style=\"font-size: 14pt\">Romulo also emphasized the importance of <strong data-start=\"2111\" data-end=\"2148\">quality early childhood education<\/strong>, especially in the first 1,000 days of a child's life. For basic education, they aim to end <strong data-start=\"2248\" data-end=\"2266\">mass promotion<\/strong>, fully implement the ARAL program, and ensure that every child is <strong data-start=\"2334\" data-end=\"2367\">literate by grade 3<\/strong>.
