responding to a fire<\/strong> on Araneta Street, Bacolod City. Despite the firetruck driver's continuous honking and shouting, <strong data-start=\"482\" data-end=\"520\">it took a long time for the motorcycle to pull over<\/strong>, delaying the firefighters' immediate response.<\/span><\/p><p data-start=\"585\" data-end=\"931\" class=\" translation-block\"><span style=\"font-size: 14pt\">Because of this, the <strong data-start=\"605\" data-end=\"655\">Land Transportation Office (LTO)<\/strong> immediately took action to investigate the incident. The agency identified the <strong data-start=\"714\" data-end=\"749\">owner and driver of the motorcycle<\/strong>, and gave them <strong data-start=\"771\" data-end=\"786\">five days<\/strong> to appear and explain. Initial investigation also revealed that the driver of the motorcycle <strong data-start=\"860\" data-end=\"879\">did not have a license<\/strong> at the time of the incident.<\/span><\/p><p data-start=\"933\" data-end=\"1339\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to the <strong data-start=\"941\" data-end=\"948\">LTO<\/strong>, the law clearly states that all motorists are <strong data-start=\"996\" data-end=\"1049\">obligated to give way to emergency vehicles<\/strong> such as firetrucks. Failure to comply with this may be considered <strong data-start=\"1117\" data-end=\"1137\">reckless driving<\/strong>, in addition to other possible violations.
