According to officials, there is clearly sufficient <strong data-start=\"538\" data-end=\"551\" data-is-only-node=\"\">evidence<\/strong> showing misuse of public funds.<\/span><\/p><p data-start=\"606\" data-end=\"952\" class=\" translation-block\"><span style=\"font-size: 14pt\">Public Works Secretary <strong data-start=\"647\" data-end=\"662\">Vince Dizon<\/strong> stressed that such statements are unjustified, especially since <strong data-start=\"728\" data-end=\"753\">public safety<\/strong> is at stake in flood control projects. He urged the couple involved to face their cases and <strong data-start=\"860\" data-end=\"892\">return the people's money<\/strong>, instead of issuing statements that contradict the facts.<\/span><\/p><p data-start=\"954\" data-end=\"1287\" class=\" translation-block\"><span style=\"font-size: 14pt\">Meanwhile, the <strong data-start=\"975\" data-end=\"988\">Ombudsman<\/strong> said it was wrong and misleading to consider the return of the funds as theft. According to the office, the loss of flood control funds is equivalent to the loss of <strong data-start=\"1155\" data-end=\"1201\">protection of Filipinos against disasters<\/strong>, so <strong data-start=\"1212\" data-end=\"1227\">accountability<\/strong> and the return of the money is an obligation, not an abuse.<\/span><\/p><p data-start=\"1289\" data-end=\"1616\" class=\" translation-block\"><span style=\"font-size: 14pt\">In this regard, Dizon appeared again before the <strong data-start=\"1330\" data-end=\"1350\">anti-graft court<\/strong> to testify in the <strong data-start=\"1370\" data-end=\"1386\">bail hearing<\/strong> of several DPWH officials involved in a case of <strong data-start=\"1440\" data-end=\"1456\">malversation<\/strong> related to the flood control project. He expressed confidence that the <strong data-start=\"1543\" data-end=\"1570\">substandard project<\/strong> and the alleged <strong data-start=\"1586\" data-end=\"1600\">collusion<\/strong> of those involved will be proven.<\/span><\/p><p data-start=\"1618\" data-end=\"1945\" data-is-last-node=\"\" data-is-only-node=\"\" class=\" translation-block\"><span style=\"font-size: 14pt\">The inspection revealed that the materials used did not comply with the <strong data-start=\"1693\" data-end=\"1727\">contract specifications<\/strong>, leading to the project being declared unworkable.
