Based on data from the <strong data-start=\"563\" data-end=\"621\">Second Congressional Commission on Education (EDCOM 2)<\/strong>, the proficiency of Filipino learners is falling from <strong data-start=\"678\" data-end=\"696\">30% in Grade 3<\/strong> to <strong data-start=\"706\" data-end=\"727\">0.47% in Grade 12<\/strong>.<\/span><\/p><p data-start=\"732\" data-end=\"1091\" class=\" translation-block\"><span style=\"font-size: 14pt\">According to <strong data-start=\"741\" data-end=\"792\">Education Secretary Juan Edgardo \u201cSonny\u201d Angara<\/strong>, the DepEd aims to <strong data-start=\"814\" data-end=\"860\">strengthen the foundation of basic education<\/strong> by focusing on <strong data-start=\"891\" data-end=\"906\">key stage 1<\/strong> from <strong data-start=\"912\" data-end=\"939\">kinder to Grade 3<\/strong>. He clarified that this is part of their strategy to <strong data-start=\"997\" data-end=\"1088\">ensure that children have solid knowledge right from the beginning of their studies<\/strong>.<\/span><\/p><p data-start=\"1093\" data-end=\"1435\" class=\" translation-block\"><span style=\"font-size: 14pt\">The measures supported by the <strong data-start=\"1131\" data-end=\"1155\">2026 national budget<\/strong> include the <strong data-start=\"1160\" data-end=\"1236\">full rollout of the Academic Recovery and Accessible Learning (ARAL) program<\/strong>, <strong data-start=\"1238\" data-end=\"1270\">a strengthened feeding program<\/strong>, and additional funding for <strong data-start=\"1303\" data-end=\"1321\">classes and books<\/strong>. The goal is to help students <strong data-start=\"1372\" data-end=\"1432\">read, count, and keep up with their learning<\/strong>.<\/span><\/p><p data-start=\"1437\" data-end=\"1846\" class=\" translation-block\"><span style=\"font-size: 14pt\">Based on data from 2023 to 2025, EDCOM 2 showed that almost <strong data-start=\"1507\" data-end=\"1579\">70% of Grade 3 learners still struggle with foundational skills<\/strong> such as <strong data-start=\"1601\" data-end=\"1671\">letter recognition, reading common words, and simple problem-solving<\/strong>. In Grade 6, proficiency dropped to <strong data-start=\"1711\" data-end=\"1721\">19.56%<\/strong>, and in high school, only <strong data-start=\"1750\" data-end=\"1771\">1.36% in Grade 10<\/strong> and <strong data-start=\"1775\" data-end=\"1795\">0.4% in Grade 12<\/strong> reached the appropriate level of proficiency.<\/span><\/p><p data-start=\"1848\" data-end=\"2308\" class=\" translation-block\"><span style=\"font-size: 14pt\">Despite the poor performance, the commission recognizes the <strong data-start=\"1914\" data-end=\"1940\">targeted interventions<\/strong> of the DepEd such as the <strong data-start=\"1959\" data-end=\"1989\">revised K to 10 curriculum<\/strong>, <strong data-start=\"1991\" data-end=\"2029\">improved textbook procurement<\/strong>, <strong data-start=\"2031\" data-end=\"2062\">summer literacy remediation<\/strong>, and the <strong data-start=\"2071\" data-end=\"2087\">ARAL program<\/strong>. According to <strong data-start=\"2098\" data-end=\"2145\">EDCOM Executive Director Dr. Karol Mark Yee<\/strong>, the focus on <strong data-start=\"2160\" data-end=\"2183\">foundational skills<\/strong> is the key to <strong data-start=\"2198\" data-end=\"2244\">improving the quality of education in the country<\/strong>, especially in areas with a shortage of teachers and facilities.<\/span><\/p><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>Ang Department of Education (DepEd) ay pinapalakas ang foundational learning bilang tugon sa patuloy na pagbaba ng student proficiency sa bansa.
